The phenowood fretboard on my vigier has zero shimmer or smoothness left to it and gets ridiculously dirty in no amount of time. Ive used the music nomad fretboard oil as recommended but it is still absolutely dry. Is there any way to "refinish" it? Hopefully this images will get it the issue across. I last cleaned off the fretboard not even a month ago.

You need to remove the accumulated dirt. Use a paint thinner (mineral spirits in the US / white spirit in the UK), then a glass cleaner. After that, you can polish it with a suitable polish and it will shine.
