Vigier Guitars

I just bought an SL Master (I've previously owned an Excalibur Original and loved it), but the SL just isn't playing right. 
It seems like the neck has about 20 thousands of an inch relief. I can't set it up as low as I like because it'll just fret out/be dead above about the 12th fret so the 0.7mm/1.0mm action advertised is virtually unachievable. I have it now at about 1.0/1.5 and that's still not really sustaining.
I usually set up my guitars to have about 6-8 thousands of an inch relief, so relief seems to be the majority of the problem. Are all Vigiers set up with that much permanent bow or did I just get a lemon?

Okay, so I see the neck relief question has been answered elsewhere almost ten years ago. So my question is now: any suggestions how to get the action lower without being dead up top given that it has that much built-in bow?

The necks don't actually have much "built-in" relief. It's more that they're built to within a specific tolerance. The action should be ridiculously low out of the box. I know some players will adjust their bridges to get it a hair lower. Without touching the strings, what is the height of both E strings at the 12th fret?
