Neck Relief Trouble on Shawn Lane Master

I just bought an SL Master (I've previously owned an Excalibur Original and loved it), but the SL just isn't playing right.
It seems like the neck has about 20 thousands of an inch relief. I can't set it up as low as I like because it'll just fret out/be dead above about the 12th fret so the 0.7mm/1.0mm action advertised is virtually unachievable. I have it now at about 1.0/1.5 and that's still not really sustaining.
I usually set up my guitars to have about 6-8 thousands of an inch relief, so relief seems to be the majority of the problem. Are all Vigiers set up with that much permanent bow or did I just get a lemon?
